This article focuses on the current and future threats to China’s psychological security caused b... more This article focuses on the current and future threats to China’s psychological security caused by the malicious use of artificial intelligence (AI), as well as the response measures taken by the Chinese government. The experience of China is important due to its role in global economy and international affairs, as well the country’s leadership in numerous areas of development and implementation of AI technologies. At the same time, China is facing internal and external challenges that create a fertile ground for malicious use of AI. The article contributors paid special attention to such threats in the field of psychological security of China as malicious use of deepfakes and chatbots, the role of AI in cognitive warfare, phishing and social engineering, etc. The article is written within the framework of the methodology of political science, but it has elements of an interdisciplinary approach, when AI technologies allow obtaining a more accurate, quantifiable answer to some research questions.

The two have developed a strategic partnership with no limits under the Xi-Putinleaderships. Strategic communications of the two countries are becoming increasingly  important in a dynamic world at a time of constant turbulence. The article examines the current agenda of China and Russia􀆳s strategic communications within the framework of  BRICS in the context of the global crisis. The study takes into account both common features and national peculiarities of the synchronization of deeds words and images inthe policies of these states and makes initial assessments of progress and limitations of China and Russia strategic communications.The authors indicate that effective socially oriented strategic communications of China and Russia in BRICS can not only strengthen this association but also create prerequisites for the growth of internationalsecurity and harmonious interaction between nations in the current crisis and the long-term prospects.

This chapter focuses on the challenges of defining the malicious use of artificial intelligence ... more This chapter focuses on the challenges of defining the malicious use of artificial intelligence (AI) and the possible threat classification levels for psychological security. The chapter also defines the individual, group, national, and international psychological security domain and describes possible malicious use of AI classifications based on degree of damage, speed, and forms of propagation, among other criteria. The goal of the malicious use of AI in the context of psychological warfare is defined as gaining an advantage from new opportunities to influence individual and public consciousness. The systemic approach and application of the dialectical method allowed the author to examine a set of AI technologies that are extremely important for human progress, but which can also be a tool for malicious use by antisocial groups. This study confirms that the malicious use of AI elevates threats to psychological security to a qualitatively new level, which requires an adequate assessment and reaction from society.

This chapter reveals the relevance and novelty of the book, offering a brief analysis of two dive... more This chapter reveals the relevance and novelty of the book, offering a brief analysis of two diverse but interrelated trends in the development of modern humanity: the deepening of social problems and conflicts up to the immediate threat of a global nuclear war, progress in artificial intelligence technologies, and the rapid growth of their application in different countries and different spheres of public life. The first trend distorts the second, causing growing threats of malicious use of artificial intelligence (MUAI) to erode psychological security. MUAI, in turn, contributes to the destabilization of human consciousness, which contributes to the destabilization of society, which contributes once again to the destabilization of human consciousness-a dangerous, unsustainable cycle-aiming to "win" in the global distribution of assets. The introduction also gives a brief overview of the book chapter content and ends with the conclusion that MUAI threats to psychological security are neither vague nor distant: they constitute today's reality. These threats require an adequate response without exaggerating or downplaying their significance.

This article proposes systemic constructs of international security (SCIS) to determine the degr... more This article proposes systemic constructs of international security (SCIS) to determine the degree of international tensions in the world, based on several types of data: indicators on the social development of states; the degree of resource concentration amongst elites; military and information power. The research methodology includes a systemic approach that makes explicit
the interrelation of economic, political, social, and military factors, thereby producing a stabilization or destabilization of the international situation. In assessing the increasingly complex reality of international security, a dialectical method was used. SCIS can be defined as the minimum set of interrelated parameters of the state (economic, political, military, cultural,
scientific, environmental), keeping them in a ratio that meets the demands of social development while minimizing the risks of destabilizing social systems. Finally, the authors made a preliminary SCIS assessment for six countries: five (China, France, Russia, the United Kingdom, and the United States) have officially announced successful nuclear weapons tests. The sixth, India, has a
nuclear program as well as significant economic potential and the second largest population in the world. Based on the analysis, the authors offer proposals for determining a state’s military danger index. The task of democratic institutions is to develop and improve an analytical model so as to combine the monitoring of dangerous trends with practical readiness to overcome them globally. The question of what socio-political actors can provide for the SCIS is open for discussion.

Today, amid heightening negative trends in the world economy, social and property polarization, t... more Today, amid heightening negative trends in the world economy, social and property polarization, the deepest crisis in international relations and the insufficient effectiveness of socially-oriented programs of national development, the prerequisites for coup d’état and civil war in various countries arise. For example, Africa reached last year an annual record (4) in the number of successful military coups in the 21st century. Currently, dozens of civil wars, minor internal conflicts, a skirmishes and clashes are lingering in the world, in the vast majority and with the largest number of victims – in the countries of Asia and Africa. Often, civil wars are accompanied by direct or indirect participation of external state and non-state actors. Unfortunately, the threat of a right-wing coup and civil war has greatly increased in recent years to become the subject of heated discussions in the United States, not only in the academic environment, but also in the military, political and business circles, and in the media. Public opinion polls suggest that this threat is perceived as real by large sections of Americans. The purpose of the article is to find out the likelihood whether an ultra-right dictatorship could emerge in the United States in the near future, coupled with the possibility of their collapse during the civil war into a number of states with different regimes and aspirations. The author does not consider the worst options inevitable, much less desirable, and capable of easing pressure on Russia. A right-wing coup and/or civil war in the largest economic and military powerhouse can have extremely negative consequences not only for Americans but for the whole world. At the same time, destabilization of political systems, coup d’état and civil wars due to the development of the global crisis may also take place in other developed countries. This requires a thorough analysis of negative scenarios within the framework of interdisciplinary international groups.

Цели дезинформационных кампаний западных государств во главе с США носят устойчивый характер, как минимум с начала украинского конфликта, что свидетельствует о стратегическом характере информационно-психологического противоборства на мировой арене. В статье на основе системного подхода рассматриваются цели и методы дезинформационных кампаний, включая и злонамеренное использование искусственного интеллекта.

The article examines the current state and development trends of BRICS strategic communication. Proceeding from the understanding of strategic communication as projection by a state or an interstate entity of long-term values, interests, and goals into the minds of audiences by synchronizing activities in all spheres of public life, the authors analyze the main content of BRICS strategic communication and assess its prospects amid the changing world order. The study, conducted from September 2020 to April 2021 on the basis of open sources, made it possible to define the conceptual basis of BRICS strategic communication; specify the factors underlying the formation of BRICS strategic communication engendered by the very nature of cooperation between its member-states; and identify the main problems and trends in the development of BRICS strategic communication. The authors conclude that one of the main messages BRICS is sending to the world through its strategic communication is economic alternativeness, which allows developing nations and countries under pressure from Western political, financial, and economic institutions to remain engaged in global economic processes.

Abstract: This paper analyses new threats to international psychological security (IPS) posed by the malicious use of artificial intelligence (MUAI) by aggressive state and non-state actors in international relations focusing on Latin America. Compared with the positive applications of artificial intelligence (AI), MUAI as related to security threats is a much less-studied area. The paper defines and establishes the IPS domain and provides possible MUAI classifications. The author lays out current and prospective MUAI-based threats to IPS: the creation of 'deepfakes', 'fake faces', the damage to reputation through bot activities, fake text generators, growing threats from phishing, the use of prognostic weapons etc. This study confirms that MUAI elevates threats to IPS to a qualitatively new level which requires an adequate assessment and reaction from society. The paper focuses on the possibility of MUAI and its neutralization in Latin America. First of all is examined the current and prospective role of AI in Latin American economy, political area, public management and security. Not only the development of AI-technologies but possible aggravation of social and political tensions may provoke a quick progress of MUAI. Then the author focuses on the MUAI threats to the political stability and IPS in the region. The role of external factors, geopolitical confrontation is also taken into account. The methodology for this research is based on a systematic approach to the role of AI in stabilization/destabilization of political stability and IPS. Comparative analysis and case studies are helpful to obtain findings which offer the basis for the efficiency criterion for MUAI and its neutralisation under unstable dynamic social equilibriums. Resumen: En la presente ponencia se analizan las nuevas amenazas a la seguridad internacional psicología (SIP) creadas por el uso malicioso de la inteligencia artificial (UMIA) por agentes estatales y no estatales agresivos en las relaciones internacionales. En comparación con las aplicaciones positivas de la inteligencia artificial (IA), la IA asociada con las amenazas a la seguridad internacional y, en particular, a la SIP, es un área mucho menos estudiada. En la ponencia se define la SIP y se presentan posibles clasificaciones del UMIA. El autor expone las amenazas actuales y prometedoras basadas en UMIA para la SIP: la creación de ultrafalsos, "fake faces", daños a la reputación a través de bots, la generación de textos falsos, la creciente amenaza de phishing, el uso de armas pronosticadores, etc. Este estudio confirma que UMIA eleva las amenazas a la SIP a un nivel cualitativamente nuevo, que requiere una evaluación adecuada y una respuesta de la sociedad. En la ponencia se examina la posibilidades de UMIA y su neutralización en América Latina. En primer lugar, se considera el papel actual y prometedor de la IA en la economía latinoamericana, el ámbito político, la administración pública y la seguridad. Ultimately, all of the following factors contribute to the successful recruitment of militants via social media. The absence of the application of perspective technologies by terrorists, whether owing to inaccessibility or to an insufficient level of development, does not offer the opportunity to become self-complacent. The inaccessibility of any weapon or a lack of the development of technology for practical application cannot be guaranteed forever. Advancing the use of perspective technologies to counteract terrorism is urgently required.

The article identifies the main risks and threats related to national and international psycholog... more The article identifies the main risks and threats related to national and international psychological security (PS) in BRICS countries (particularly China, India, and Russia) and posed by the malicious use of artificial intelligence (AI). The main methods of research are systemic, scenario, and case analyses.The authors maintain that PS threats, both national and international, created by the malicious use of AI should be considered at three levels. At the first level, a false negative image of AI is spread. The second level of PS threats is directly related to the malicious use of AI (MUAI), but an attack on public consciousness is not its main goal. The MUAI designed primarily to cause psychological damage belongs to the third, and highest, level of PS threats. Synthetic AI products (combining a number of technologies, which can increase the damage from their hacking or malicious use) create a whole range of new risks and threats to BRICS countries. The reorientation of commercial AI systems, the malicious use of deepfakes and chatbots, the use of bots to set agendas, deranking, and AI phishing technologies also pose a threat. The main methods of destructive impact through MUAI are illustrated by the examples China, India, and Russia.BRICS policy documents state readiness for joint action against the MUAI. At this point bilateral agreements play the leading role in the development of AI cooperation of BRICS member states, but their declarations clearly state the intention to join forces against the misuse of information and communications technology (ICT).National regulation pertaining to AI and efforts to counter its malicious use are still at the fledgling stage in most countries. This makes it all the more important for each of the BRICS member states to develop international cooperation and share experience. BRICS’s potential in this sphere is still very far from being fully tapped.

In many cases, deepfakes have become a source of joy, fun and innocent tricks, as well as being a... more In many cases, deepfakes have become a source of joy, fun and innocent tricks, as well as being a perfect example of the way impressive advances in technology have helped people, with respect to education, health care and other areas. However, the malicious use of deepfakes (MUD) is a current social problem which threatens to do much more damage to individuals, democratic institutions, social stability and international security in the future. The author aims to analyze the current practice of MUD, its role in the destabilization of national psychological security and political stability and possible ways of detecting and neutralizing MUD. The systematic approach adopted in this study seeks to avoid one-sided assessments, rather looking to give an objective analysis of the interrelated aspects of the development and use of deepfakes. The unity of opposites is the central category of dialectics. In dialectical contradictions, the content of the opposites forming them is not strictly deterministic or unambiguous because they are in a state of change and self-development. The application of the dialectical method suggests that any phenomenon should be considered in the duality of its properties and characteristics to find contradictions and mutual disposition (e.g. objective connection, unity, dependence). This is particularly important for our case, since we are dealing with dual-use technology which, because of the nature of social relations in modern society, can be deliberately used to either benefit or harm people. The paper proves that due to the widespread availability of internet technologies, the cheapness, variety of forms, and the growing quality of deepfakes, they pose a growing threat to democracy and political stability. However, there is a wide range of socially useful applications of deepfakes which, in our opinion, makes it undesirable to apply a complete ban on the production and distribution of deepfakes. Through deepfakes (in the context of other measures), false targets can be identified for criminals and the safety of potential victims of criminal actions is thereby increased.
