About the Role
Reporting to the Executive Director of the Working with Women's Alliance, the Policy Officer is an exciting role with YWCA Canberra under the Working with Women Alliance program.
The Working with Women Alliance (WwWA) offers comprehensive policy advice across interconnected areas such as economic security, labour (both paid and unpaid), gender-based violence, health, and leadership. Scope of Work
The National Coordinator will be responsible for day-to-day implementation, administration and management of the TA in Armenia, serving as the primary technical and coordination focal point and will be based in relevant line/sector Ministry office. The role will require applying strong subject-matter expertise to guide implementation and ensure high-quality delivery on a country level, while acting as the main interface with line ministries, key government agencies, development partners (including UN agencies, bilateral donors, and MDBs), One ADB teams across departments, TA consultants, and Resident Mission staff. Under the direct supervision of the Senior Gender Capacity Building Specialist/Team Leader and in close coordination with the CCGE Gender Specialist, the Coordinator will provide hands-on technical and operational support for integrating gender-responsive budgeting into public financial
management, including at the local level, and will support capacity building, knowledge products, and achievement of DMF performance indicators.
Minimum Qualification Requirements
The consultant should have at least 10 years of professional experience in public governance with a focus on open budgeting processes, gender equality, and social development; at least 6 years' experience in project implementation and at least 4 years of specific experience coordinating project
implementation; specifically in
(i) project planning;
(ii) project implementation and monitoring;
(iii) organizing training, workshops and events;
(iv) preparing project reports; and (v) working with government agencies, women’s groups and CSOs.
Proven track record of working on gender-responsive public budgeting and social development in Armenia or similar contexts;
Previous experience with a Multilateral Development Bank (MDB) or international organizations in gender-responsive open budgeting processes.
The consultant should have a postgraduate degree in project management, economics, accounting, business administration, development studies, and/or gender. The consultant must be national or must legally reside in the country of assignment.
The consultant must have excellent verbal and written skills in Armenian and English.

GBV / VAWGBackgroundCST Ethiopia represents the Catholic development agencies of Ireland, Scotland, England and Wales and works in partnership with local, secular & church organizations. CST Ethiopia works in the thematic areas of resilience building, humanitarian response, peace building, and women’s empowerment. Working through a partnership model with local non-governmental organizations, CST provides capacity strengthening, technical and financial support to local organizations. CST has been working in Ethiopia for over 40 years and jointly with Caritas sister agencies SCIAF and CAFOD as CST Ethiopia since 2009. CST is a member of Caritas Internationalis, CIDSE and brings wide-ranging support to peace building, resilience building, and conflict mitigation work globally.
Rationale
In recent years, CST has commissioned evaluations, produced final reports, learning documents, proposals, and routine monitoring data across different GBV and protection projects. These documents reflect a rich body of experience, innovation, challenges, and lessons, particularly in fragile, insecure, protracted crises and post-conflict settings such as in the Tigray region in northern Ethiopia. However, learning to date remains fragmented across individual projects. There is a strong institutional need to systematically synthesize evidence, learning, best practices, challenges, and recommendations across CST’s protection portfolio, to inform:
- Program quality improvement aligned with international standards and GBV programming best practices
- National-level learning and dissemination within Ethiopia, global platforms, donors
To respond to this need, CST seeks to commission an independent, high-quality meta-analysis and learning review, using mixed methods and grounded in the IASC GBV Minimum Standards, with particular attention to conflict and post-conflict GBV programming.
Overall scope
The consultant will conduct a meta-review of 7 CST GBV and protection projects, covering diverse geographic areas, implementing partners, donor frameworks, and time period from 2019-2025. The review will draw on existing documentation and datasets and KIIs. The scope includes, but is not limited to:
- Final evaluations and endline reports
- Regular reports, monitoring reports, project management meeting reports
- Learning and best practice documents
- Project proposals and logical frameworks
- Monitoring data and indicator performance
- Internal programmatic reflections and technical documents
- Relevant national and international GBV standards and guidance
Evaluation of Tenders
The assignment will be undertaken by a consultant who meets the following criteria:
a) Essential Qualifications

RESPONSIBILITIES:

Scope of Work and Key Responsibilities
The selected consultant will be expected to undertake a comprehensive review of the existing manual, with a particular focus on strengthening policy provisions, improving clarity and usability, and ensuring alignment with contemporary HR standards. Qualifications

The VacancyGender Action for Peace and Security (GAPS) is the UK's Women, Peace and Security (WPS) civil society network. The GPS Policy & Advocacy Advisor provides expert policy and advocacy support on WPS and gender across GAPS' work, with a particular focus on UK policy development, accountability and influence.

Diversity, Equality and Inclusion (DEI) GBV / VAWG Generic (e.g. 'gender focal point' role LGBTQI+ rights/ SOGIESCMSF maintains a pool (roster) of external investigators managed by the Global Pool of Investigators Manager (GPIM) that are used to investigate allegations of abuse of persons. Investigations can be requested by any MSF office and operational centre, and the GPIM assigns investigators from the pool to work with relevant safeguarding/behavioural leads and investigation managers in MSF, in line with MSF’s standards of case management.
V. MAIN RESPONSIBILITIES- Perform investigations of different types of abuse (of persons) including sexual exploitation, abuse, and harassment; abuse of power; all forms of discrimination; harassment; bullying; exploitation, and other breaches of MSF’s Behavioural Commitments, Codes of Conduct.
- Collect evidence, interview victims/survivors, witnesses and subjects of complaint, review documents, and perform analysis of the evidence, in line with guidance provided by the investigations manager
- For each investigation, maintain and update records, protocols, and case management system as required by the investigation manager.
- Ensure that investigations are conducted according to established safeguarding principles, including adopting a survivor-centred approach and a trauma informed approach, as well as ensuring due process and confidentiality, and declaring any actual or potential conflicts of interest.
- Complete required forms and templates for the investigation, as assigned by the investigation manager and as agreed in terms of reference for the investigation. Deliver required documents in a timely and professional manner to the investigations manager.
- Prepare thorough and concise investigation reports that are of a consistently high-quality with soundly based findings, conclusions, and appropriate recommendations, in line with provided templates and instructions of the investigations manager.
- Ensure data is secured in line with MSF’s entities data protection policies.
- Any other tasks assigned by the investigations manager or safeguarding/behaviour unit lead as relates to the investigation being conducted.
Job requirementsMSF Staff, MSF Board members, and members of the MSF Executive are ineligible to be external investigators.- University degree or equivalent in Psychology, Sociology, Social Work, Human Resources, Human Rights, Law, or related field
- Professional investigation qualification (e.g. CHS IQTS SEAH, OSACO, other qualification scheme for safeguarding/abuse investigations), or other training on administrative investigations.
- Proven track record in the conduct of administrative investigations into abuse (including sexual exploitation, abuse, and harassment (SEAH), abuse of power, harassment, exploitation, and discrimination, as well as other forms of misconduct) in the humanitarian sector with at least 5 years of experience.
- Experience and training in interviewing children is an asset.

Duties and ResponsibilitiesUnder the supervision of the Asia-Pacific Regional Mobility Lead, with close consultation with the Gender Focal Point of UNEP’s SMU, the consultant will be responsible for the following activities:
• Baseline Study on End-of-Life Management of Electric Two- and Three-Wheeler (E2/3W) Batteries in Asia-Pacific, covering three countries, including methodology, stakeholder mapping, regulatory analysis, mapping of end-of-life pathways (collection, repair, reuse, repurposing, recycling), scalability assessment, and regionally applicable recommendations.
• Gender-Transformative Technician Training Framework (5–7 pages), drawing on lessons from six BMZ pilot projects- Kenya, Uganda, Vietnam, Indonesia, Ecuador and Colombia
• Delivery of a Regional Thematic Accelerator on Industry and Gender in E-Mobility, grounded in the Industry and Investor Handbook for E-Mobility and Gender, in close collaboration with GIZ, a designated local partner, and regional partners, including an agenda, participant list, background materials, and a comprehensive event report capturing key insights and next steps.
• Support Regional Knowledge Development and Dissemination on Gender and E-Mobility Industry, including the development of knowledge products and case studies capturing key outcomes from the regional industry event, documenting stories, business cases, and lessons learned on advancing women’s participation across the e-mobility value chain.
• Implementation support to BMZ-Funded Programme Phase III in Indonesia, focused on increasing women’s participation in the e-mobility sector, including documented stakeholder engagement at national and municipal levels, meeting notes, activity updates, and inputs to programme reports in line with BMZ and UNEP requirements. Including a guidance note on institutionalizing gender-responsive training pathways in Indonesia.

Gender equality and Social inclusion (GESI) Generic (e.g. 'gender focal point' roleDescription de la missionL’ETI accompagnera les autorités brésiliennes dans la définition, le déploiement et la mise en œuvre de politiques publiques féministes, mettra en œuvre les engagements français en matière de diplomatie féministe et appuiera le Brésil à nous rejoindre dans cette voie.
Principales tâches et résultats attendus :
Pour les politiques mises en œuvre au Brésil :
- Appuyer les autorités brésiliennes dans l’élaboration de politiques publiques relatives à l’égalité de genre et aux droits des femmes et des filles.
- Accompagner la transformation des cultures institutionnelles et assurer l’intégration des enjeux de genre dans les politiques internes de ministères pilotes, au premier rang desquels les ministères des Affaires étrangères et le ministère de la gestion et innovation publiques. A ce titre, faciliter l’échange de pratiques et d’expériences en matière d’égalité professionnelle entre les femmes et les hommes, de lutte contre toutes les formes de discriminations, violences sexuelles et fondées sur le genre et harcèlement moral et sexuel, d’accès des femmes aux postes d’encadrement, de formation des agents et agentes et d’apprentissage, de mise en place d’objectifs et d’indicateurs dédiés au suivi et à la redevabilité de ces politiques internes.
Pour les politiques mises en œuvre par le Brésil sur la scène internationale :
- En lien avec le poste, soutenir le renforcement de la coopération bilatérale en matière de diplomatie féministe, y compris dans le cadre de l’adoption et de la mise en œuvre de lettres d’intention de coopération sur le sujet incluant la thématique du genre dans tous les aspects de la politique étrangère (diplomatie économique, diplomatie du développement et en matière d’enjeux globaux, diplomatie culturelle, communication inclusive, diplomatie bilatérale et multilatérale…).
- Favoriser l’échange d’expériences et apporter un appui à l’élaboration de positions ambitieuses en matière d’égalité de genre dans les organisations internationales et enceintes multilatérales (adoption et ratification de normes et conventions internationales, adhésion à des espaces de concertation sur l’égalité de genre et la diplomatie féministe).
Profil souhaité- Diplôme de Master ou équivalent en sciences sociales, sciences politiques, politiques publiques, relations internationales ou développement économique inclusif.
- 7 ans d’expérience pertinente en lien avec les thématiques du poste, dont au moins 2 ans au Brésil ;
- Très bonne connaissance des dynamiques de droits humains et égalité de genre au Brésil notamment les droits et santé sexuels et reproductifs, la lutte contre les violences domestiques, l’égalité salariale, le budget sensible au genre et la place des femmes dans les sciences et nouvelles technologies ;
- Maitrise du portugais (B2), de l’anglais et du français ;
- Savoir travailler en réseau et servir d’interface.
