Recognizing the urgent need for effective conservation in areas beyond national jurisdiction (ABNJ), the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement establishes a framework for conserving and sustainably managing marine biodiversity in ABNJ, including the objective to create “ecologically representative and well-connected networks of marine protected areas” (MPAs) (Article 17(a)).
