The REX Patent Advisory Group (
REX
PAG
) is a Patent Advisory Group
as defined by the
W3C Patent
Policy (PP).
The mission of this Patent Advisory Group
is to study issues and propose solutions related to the patent
disclosures from France Telecom concerning the
Remote Events for XML (REX) 1.0
specification
This PAG is triggered by condition in
Section 7.1 (
PAG
Formation
) of the Patent Policy, which states that a PAG is
triggered in the event
a patent has been disclosed that may be
essential, but is not available under
W3C
Royalty-Free licensing requirements
. Currently, this is the

The REX PAG has the scope to:
study the
patents in the table
and
discuss their impact on
Remote
Events for XML (REX) 1.0
discuss ways to design around the claims
excluded by France Telecom
explore ways to come to an agreement with the patent holder to
continue work on REX 1.0 as an Royalty-Free specification.
establish consensus within the REX PAG around a recommendation
for action to the W3C Director.
If necessary, this might involve a request for an analysis of
the claims by a W3C patent counsel. Such a request would require
sufficient funds for this purpose are made available via the
Web Legal
Support Fund
. Legal analysis will only begin once there is
sufficient commitment of additional funds to support the work.
2 Duration
The REX PAG starts with it announcement to the Advisory
Committee. The end date of the charter is 30 June 2007. The PAG
may end sooner if issues are resolved; W3C may also choose to
extend it in the case issues are not resolved by the scheduled
end date.
3 Confidentiality
The
communications
of the PAG are
Member-only
. The interested public may send information to the group
for their consideration via
public mailing list
4 Participation, meetings, and logistics
4.1 Participation
In accordance with
section
7.3 of the W3C Patent Policy
, this PAG is composed of:
Advisory Committee Representatives of each Member
participating in either or both of the
SVG
and
WebAPI
Working Groups. For the list of Members

Others suggested by the Working Group Chair and/or the Team

Advisory Committee Representatives are required to register for the
PAG; information about
how to register
is available on the
REX PAG home page
. An Advisory Committee
Representative who is unable to participate should designate an
alternate. Each Advisory Committee Representative may
also designate a second individual (usually legal counsel) to
participate in the PAG.
REX PAG participation (attending meetings, following the mailing
list) is expected to consume half a day per week.
4.2 Communications
The PAG will use a
Member-only
archived mailing list
its primary communications, including discussions and meeting
announcements.
The interested public will communicate with the REX PAG
using the
publicly
archived mailing list
4.3 Group home page
The REX Patent Advisory Group has a
home page
(Member-only) that
records the history of the group, provides access to the archives,
meeting minutes, updated schedule of deliverables, membership list,
and relevant documents and resources. The page will be maintained
by the W3C Team contact in collaboration with the Chair.
4.4 Meetings
The PAG will primarily work via teleconferences.
PAG teleconference will be held on demand of the PAG chair or
one PAG member up to a maximum of one teleconference every
week.
Participation in meetings (distributed or face-to-face) is
limited to the participants described in
Section 7.3
of the Patent Policy and to individuals invited at
the discretion of the Chair to specific meetings.
4.5 W3C Team involvement
As described in
Section 7.3
of the Patent Policy, the team participants in the
REX PAG will be:
