The question hasn't even been put. Consensus on a small wiki is managed and interpreted differently that a large wiki. Pretty much how stewards will interpret requests for rights, they will want to see the opportunity for comment prior to acting. I will also note that administrator restrictions only stop you editing js/css pages, not other pages in Mediawiki: ns.

You cannot? Oh. The general approach to determining consensus in small communities is that where the question is posed and discussion follows or not.
m:Steward requests/Permissions/Minimum voting requirements
is the guiding document addressing small community consensus, and I typically use
Temporary Administrator
criteria for what you are requesting.
