The Department of Natural Resources and Environmental Control (DNREC) offers a free Weatherization Assistance Program to help establish comfortable, energy-saving homes.

The program, run through the Division of Climate, Coastal and Energy, helps homeowners and renters cut their energy bills by weatherproofing and improving the energy efficiency of their homes.
Many households spend a large portion of their monthly income on utilities, trying to heat leaky homes while drafty doors and windows or poorly insulated walls, pipes, and crawl spaces allow heat to escape.
How it Works
Professionals from the Weatherization Assistance Program can
help low-income households
fix these problems by assessing the home and providing weatherstripping, insulation, energy efficient light bulbs and other energy-saving measures – all free of charge.
Thousands of Delawareans have benefited from this program; many have cut their energy bill by 30 to 50 percent.

Eligibility is based on household size (number of persons in the household) and household income.
Once you’re deemed eligible, your name will be placed on a waiting list that prioritizes households based on need, the age and special needs of residents, and annual funding levels. Not all applicants are served in any one program year. Applicants who are not provided services within 12 months, must reapply every year to verify income eligibility.
The Weatherization Assistance Program operates throughout the year and is a statewide program overseen by the Delaware Department of Natural Resources and Environmental Control, and administered by local agencies working under contract to DNREC’s Division of Climate, Coastal and Energy. Grant funds are provided by the U.S. Departments of Energy and Health and Human Services while state sources are for weatherization and program administration.
Help is Available
Under the Weatherization Assistance Program, a trained professional will evaluate your home and search for areas where energy can be saved. This may include:
Air sealing, caulking, glazing, weather-stripping and crack patching
Replacement of broken glass
Attic, wall and floor insulation, and ventilation
Seal heating and cooling ducts
Insulation for hot water heaters, and hot and cold-water pipes
After this energy assessment (also known as a home energy audit), a qualified weatherization contractor will visit your home and install the recommended measures. When the work is completed, it will be inspected by a certified Quality Control Inspector for final approval. Participation in the program requires some investment of time on multiple days by the homeowner, and someone age 18 or older must be present each time contractors are in your home.
The program can also cover one heating system maintenance check, maintenance that is suggested for homeowners to perform once a year. In addition, every customer will receive educational materials and information on how to conserve energy, make their home more comfortable, and how to lower fuel costs.
What The Program Can’t Do

The Weatherization Assistance Program is an energy conservation program. It is not a home repair program. Program resources cannot be used for home improvement or other repairs, except for minor repairs needed to for energy conservation measures that need to be installed.
The program does not routinely replace windows, doors or home furnaces. It does not install, service or repair air conditioners.
