Forum Recap: The Shifting Federal Landscape: Massachusetts Nonprofits Raise the Alarm
On May 5, a record turnout for a Boston Foundation forum—nearly 1,200 registrants—gathered in person and online to discuss the
findings from a recent
survey of Massachusetts nonprofit leaders on a high-profile topic – the anticipated impacts of the shifting federal landscape
. T
here is an overall expectation of decreasing resources in the face of increasing demands, with some organizations losing federal funds for basic needs services, and other nonprofits expecting greater competition for philanthropic funds because of it.
Key findings
64% of o
rganizations across focus areas expect demand for their services to rise
, even as new policies and
funding cuts make it more challenging to do their work, whether or not those nonprofits received federal funding. (
Nearly 90% of organizations receiving federal funding expect it to decrease.
86% of respondents anticipate
increased fundraising needs
, and 60% expect an
increased need for advocacy
Respondents
expect increased needs to address staffing levels (47%) and direct services investments (42%)
, and more than a third of respondents said threats to diversity, equity, inclusion, and belonging initiatives would increase their need to invest in those areas.
Large majorities of orgs think the
populations they serve will be “much worse off.”
This extends across nonprofits serving different groups.

Lawyers for Civil Rights Boston
o support a series of legal
clinics where Greater Boston nonprofits can sign up for one-on-one virtual meetings with attorneys to discuss their nonprofit's compliance under the current federal administration.
The next clinic will be held on

, with slots available between 1:00 p.m. and 3:00 p.m.

Below are some examples of the types of questions and areas of inquiry that may be coming up for nonprofits as they navigate the legal landscape in relation to Executive Orders and federal grant cuts:
How nonprofit leaders can manage risk, minimize liability, and avoid legal problems, while continuing their important diversity, equity, and inclusion work.
Whether current nonprofit programs, target populations, operations, and
HR programs (e.g., affinity groups, training, hiring outreach, etc.) are safe, and how to think about these issues as they create new programs and operations.

leadership, elevate their voice, and amplify their impact. Named in honor of

Co-founder Aixa Beauchamp and the many Latinas whose leadership shaped our movement, the
Poderosas Fellowship
is designed to build and strengthen a pipeline of Latina development leaders who reflect, represent, and champion our communities. In its first 100 days in power, the Trump-Vance administration has effected a radical restructuring of the nation’s public health, research, and foreign policy infrastructure. In the process it has dismantled policies developed over the past several decades that advanced equality and health equity for LGBTQI+ people and other
populations, and that supported effective, science-based HIV and STI prevention and care.
The Fenway Institute
roduced a brief that examines the potential impact of antitransgender executive orders, the rescinding of federal sexual orientation and gender identity (SOGI) nondiscrimination regulations, the defunding of HIV prevention and care programs, and more. This analysis does not necessarily address every regressive policy development of the past 100 days, but attempts to explain some of the most important and impactful.

Nonprofit Legal Compliance in an Unfriendly Political Environment
Broad segments of the nonprofit sector are concerned about the new presidential administration and the threats it poses to nonprofit organizations. Some have developed contingency plans involving the formation of subsidiaries or affiliates, the transfer of funds to other organizations, and the modification of progressive programs. Others have taken a more combative approach, investing in advocacy, movement building, and legal strategies. No matter whether the approach is to go on defense or offense, shoring up the organization’s compliance is critical. A charity or nonprofit’s plans can be shut down for a failure to properly register. Its board actions might
be reversed because they were not taken pursuant to the organization’s bylaws or applicable corporate laws.

12 Urgent Financial Action Steps for Nonprofits: A 2025 Checklist
For nonprofit leaders, 2025 started with a bang, featuring first a barrage of executive orders that targeted a specific set of issues and organizations but progressed quickly to a general order from the
Office of Budget and Management
(OMB), placing a freeze on all federal grants. This last
directive, which occurred on January 27, was immediately stayed by a DC circuit court judge in response to lawsuits filed by National Council of Nonprofits and others, and while that legal fight goes on, particular fields of nonprofits, like international aid organizations, are still being subjected to a wide array of more immediate cuts and threats.
